It is understood he will cost chelsea £6.7million when he transfers from Fluminense and could be in line to make an appearance for Jose Mourinho's side by the end of the month.
Had they done that, he may have been forced to play his first season on loan abroad while club staff sought a permit to work in the UK, report the Daily Mail.
He played 45 minutes in a friendly against Barcelona on their preseason tour of the United States and last month manager Mourinho explained why he had gone in for the youngster.

“We have conditions to get him a work permit because we want him. We don’t want him to go out on loan. I think we have what the rules demand to get him a permit.
“He was in pre-season with us without the documents so he couldn’t play the first two matches for us.
"Against Barcelona he had the chance to do it and even if it was a friendly I think it was the best debut for a kid, to play against the best team. It was a great night for the kid and a great experience.”
