Chelsea are also offering £15m for Swansea striker Fernando Llorente and will make a revised £35m bid for Leicester's Danny Drinkwater.
They have also added Eden Hazard’s brother, Kylian, 22, from Hungarian side Ujpest for their development squad.
Should Barkley depart this summer, it will likely mean Everton keep Nikola Vlasic when he joins from Hajduk Split rather than loan out the £8m Croat.
Everton, meanwhile, have had an initial enquiry for Cardiff striker Kenneth Zohore rejected.
The Toffees are also asking about taking Stefano Okaka on loan from Watford, with Italian outfit Udinese also interested.
