The 23-year-old Holland international has other options too but is open to a move to the Premier League.
Kongolo only joined Monaco last summer from Feyenoord but has made just six appearances.

He can play at centre-back or left-back and is the brother of Manchester City's Rodney who is on loan at League One Doncaster Rovers.
Born in Switzerland to Congolese parents, Kongolo was raised in the Netherlands and has played three times for the Dutch national side including an appearance in the group stages of the 2014 World Cup in Brazil.
