And the ex-Wales striker insists Antonio Conte should make a move for the Spurs duo this summer along with Southampton’s Virgil van Dijk.
Chelsea boss Conte is eager for further reinforcements this summer despite already spending over £130m in the current transfer window.
Saunders says Alli, Kane and Van Dijk would be the perfect additions to the Blues squad and reckons the all-star trio would welcome a switch to Stamford Bridge.
Asked for who could strengthen the Chelsea squad, Saunders told talkSport: "Dele Alli - and I think he would move to Chelsea.
"Then there's Virgil van Dijk and Harry Kane."
TalkSport host Alan Brazil then stopped Saunders in his tracks and said: "No chance, Harry Kane is Spurs through and through."
But Saunders disagreed and said: "Them two players [Alli and Kane] would improve any team."
Chelsea’s need to bolster their ranks was highlighted by Sunday’s defeat to Arsenal in the Community Shield.
The Premier League champions had a depleted squad at Wembley and slumped to a loss to their London rivals despite taking the lead in the clash.
The Blues have now lost three consecutive pre-season games as they gear up to begin the defence of their league crown.
Conte and co welcome Burnley to west London on Saturday before a blockbuster early season clash against Tottenham next Sunday.
