That’s according to the Ligue 1 club’s vice-president Vadim Vasilyev.
Arsenal and Liverpool were in for Lemar, 21, this summer.
It’s understood the Gunners agreed a £92m fee with Monaco for the France international.
However, the winger rejected a move to Arsenal and opted to stay in Ligue 1.
And Vasilyev has opened up on the possibility of selling Lemar this summer, claiming Monaco wanted to keep their star man so they can be competitive.
When asked why Lemar and and his Monaco team-mate Fabinho were not allowed to leave the club, Vasilyev told French newspaper L’Equipe: “So what? We are not looking for records.
"Sales, they are the consequence of having a great season, the league title, a great manager and an excellent recruitment cell and scouting network.
"We don't want records. We want to maintain a competitive team while respecting our economic model. And today, we've managed it.
"My dream has always been to develop the model, in both an economic and sporting sense, as far as possible.
"I'd said that a few years ago with Forbes magazine; I see that it is a possibility."
