Watford and Stoke have been charged by the Football Association for failing to control their players in Saturday's match at Vicarage Road.
Hornets forward Troy Deeney has already been charged with violent conduct by the FA for his part in the brawl that occurred towards the end of Stoke's 1-0 Premier League win.
Deeney grappled with Joe Allen after the Stoke midfielder confronted him in added time, incensed by the striker's failure to return the ball after Stoke had put the ball out for an injured Watford player.
The Watford captain appeared to dig his thumb into Allen's cheek and shove Stoke skipper Ryan Shawcross to the ground during the melee.
Stoke boss Mark Hughes described Deeney's actions as "unpleasant", while Allen attempted to play down the incident following the game.
Allen said: "It was handbags really and there was nothing to it. I like Troy, he's one of the good guys, he's a really good player and it was nothing personal."
Both clubs have until 6pm on Friday to respond to the charge.
