Torino are the latest club to be linked with a move for the former Arsenal star along with Turkish clubs Besiktas and Bursaspor.
Portugal's Sporting Lisbon and Benfica are also in for Sagna who knows he must take a pay cut on the £110,000-a-week he earned while at the Etihad.
Sagna was let go by City as Pep Guardiola overhauled his full-backs and brought in Kyle Walker and Benjamin Mendy.
Sagna revealed he was in the dark over his future and would be happy to stay, but the club thought otherwise and have not extended his deal.
France international Sagna won the Premier League and two League Cups at City since joining from Arsenal in 2014.
