Jose Mourinho confident Chelsea can secure work permit for Brazilian Kenedy rather than loan him to Vitesse Arnhem

Chelsea are ready to test Greg Dyke's new rules on work permits for players outside the European Union by attempting to bring 19-year-old Brazilian Kenedy into their first-team squad.

Chelsea are hoping to take up their £6.7million option on Kenedy after the winger impressed in his first-half performance against Barcelona in Washington DC on Tuesday night.

But FA chairman Dyke has insisted on imposing a new points system to stop clubs abusing the previously lax work permit criteria.

Mourinho believes that Chelsea can secure Kenedy a work permit to play in the Premier League rather than farm him out on loan to Vitesse Arnhem.


'We have conditions to get him a work permit because we want him,' said Mourinho. 'We don't want him to go out on loan, I think we have what the rules demand to get him a permit.'

It is unclear how he could qualify for a work permit as normally players need to have represented their national team at senior level to qualify and Kenedy has only played for Brazil's Under 17 and Under 20 team.

Kenedy required permission from his Brazilian club Fluminense to play in the game as he has not yet been formally signed but seems to have done enough to convince Mourinho.

'We bought Kenedy because we believe in him,' said Mourinho. 'He's a very young kid that we believe a lot in, hopefully. He was in pre-season with us without the documents so he couldn't play the first two matches for us. Against Barcelona he had the chance to do it and even if it was a friendly I think it was the best debut for a kid, to play against the best team. It was a great night for the kid and a great experience.'
