His refusal to leave means Real Madrid could now turn their attentions to De Gea, having previously missed out on the Spain No 1.
Furthermore, De Gea is yet to sign a new contract at Old Trafford and has just one year remaining on his contract.
Florentino Perez is said to be desperate to sign a new keeper, having been unconvinced by Keylor Navas' performances between the sticks.
Kepa's new deal at Bilbao was announced on Monday following 16 months of talks, with the player signing on until June 2025.
He has an 80 million euro release clause, and becomes the club's third highest earner with his new contract.
