While Blues star Diego Costa is currently banned for stamping, Mourinho is fuming that Manchester United striker Robin van Persie wasn't also charged with violent conduct at the weekend.
Mourinho claims the Dutch striker's escape for clouting West Ham's James Tomkins is the latest example of his club being picked on while others get away with it.
Costa was given a three match ban for a stamp on Liverpool's Emre Can on the basis of tv evidence.
"The same people who suspended my player didn't want to suspend a player this weekend, and a player could have been suspended this weekend and he wasn't," said Mourinho.
Mimicking a swinging elbow, he added: "Somebody did this in the face of somebody and nothing happened.
"I know that if it was one of mine...
"Last season, the same thing happened when Ramires was suspended (for elbowing Kevin Mirallas). A Man City player (Yaya Toure) kicked a player at Norwich (Ricky van Wolfswinkel) who was on the floor and nothing happened.
Asked if he was upset that Sky's pundits had not focused on the Van Persie flashpoint in the same way they examined Costa's incident, he said sarcastically: "I was told they had a technical problem, the replays were not coming. Yeah. A technical problem. The problem was not the pundits, but the technical side of things."
Mourinho was recently fined £25,000 by the FA for claiming there is an orchestrated campaign against his league leaders.
Yesterday he questioned again why other bosses are not dealt with in the same way.
Arsenal boss Arsene Wenger was let off despite pushing Mourinho in his technical area this season at Stamford Bridge.
And on Saturday, Leicester's Nigel Pearson grabbed Crystal Palace midfielder James McArthur around the throat but no action was taken.
"I can be very defensive and say nothing, or I can be myself and say what I feel," said the Portuguese coach.
"The only thing I can say, and you know, is that if I push a manager in my technical area, you know that I will be stadium banned. You know. We all know.
"Why? You can't say we don't know why, but we all know. If I do something like that I would be in serious, serious trouble.
"That's the reality. We all know."
