That’s the opinion of former Red Steve Nicol who thinks the USA star could end up on Merseyside.
Pulisic has been linked with Liverpool if Philippe Coutinho ends up making the move to Barcelona.
The Catalan club are eyeing the Brazilian as a replacement for Neymar who looks set for Paris St-Germain.
Nicol told ESPN FC: “I’m not going to sit here and try and argue black’s white. The fact is Dortmund were in the Champions League last season.
“Dortmund were in the final more recently than Liverpool so it is kind of hard to turn around and say they are lower than Liverpool.
“But I would suggest that the Jurgen Klopp factor at Liverpool, because clearly he knew all about Pulisic, I’m sure he had some sort of relationship with Pulisic.
“That would be the one thing other than money that would maybe make Pulisic go from Dortmund to Liverpool - that Klopp connection.

“If Klopp’s not at Liverpool it’s got no chance of happening.”
Liverpool have made three signings so far this summer as Dominic Solanke, Mohamed Salah and Andy Robertson have all joined.
The Reds are looking to add depth to their squad as they get set for a return to the Champions League.
