The Toffees looked set for a sixth defeat on the spin after goals from Richarlison and Christian Kabasele.
But Oumar Niasse, who played under Hornets boss Marco Silva at Hull, capitalised on a defensive error to get his side back in it.
Substitute Dominic Calvert-Lewin levelled the scores before Leighton Baines fired home a stoppage time penalty.
There was still time for a spot-kick at the other end but former Everton midfielder Tom Cleverley dragged wide.
