It is understood Gray turned down the offer of a new contract at Turf Moor in July, which would have made him the best-paid player in the club's history.

He now becomes Marco Silva's seventh major signing of the summer after the arrivals of Daniel Bachmann, Tom Cleverley, Kiko Femenia, Will Hughes, Nathaniel Chalobah and Richarlison at Vicarage Road.

Silva's side begin their Premier League campaign at home to Liverpool on Saturday.

The 26-year-old scored 10 goals last season as Burnley retained their Premier League status with a 16th-place finish.

Gray was playing non-league football with Luton only three years ago, but has since scored 50 goals in 120 league matches during his spells with Brentford and Burnley.

Former club Brentford stand to earn over £2m from his move to the Hornets, with a 27.5 per cent sell-on of any excess over £9.75m owed to the Bees. Luton would then take 15 per cent of that in turn, which could be as much as £340,500.

One player on the radar as a potential replacement at Turf Moor is Roda JC's 28-year-old German striker Dani Schahin, who has one year left on his contract and is a former U19 and U20 international.
