Toljan was part of Germany's team that won a stunning European Under-21 title earlier this summer.

And his stock has risen since he broke into the Hoffenheim first team as a 19-year-old.

Tottenham had been in the hunt to sign the full-back, after the departure of Kyle Walker and with Danny Rose's future up in the air, but they were beaten by the Bundesliga club.

Dortmund lost star centre-back Mats Hummels to Bayern Munich last summer and new Dortmund manager Peter Bosz is determined to put his stamp on the squad.

Dortmund have already signed Andrey Yarmolenko, Mahmoud Dahoud, Maximilian Philipp, Omer Toprak and Dan-Axel Zagadou this summer.

They also made £138million from the sale of Ousmane Dembele to Barcelona.

Felix Passlack has gone to Hoffenheim on loan in the meantime, with Bosz looking like he finally has a squad he wants to work with.

Sporting director Michael Zorc said: "Jeremy can play on both the right and on the left.

"He was one of the [best players in] the German Under-21 national team at the European Championships this summer. He is a player with great development potential."
